Ve genellikle binalar y\u0131k\u0131l\u0131p yeniden yap\u0131lm\u0131\u015ft\u0131r, g\u00fc\u00e7lendirme fazla tercih edilmemektedir.<\/p>\n\n\n\n<p>Son y\u0131llarda sel ve orman yang\u0131nlar\u0131nda g\u00f6rd\u00fc\u011f\u00fcm\u00fcz, dere\/su yataklar\u0131nda yap\u0131lm\u0131\u015f imarla\u015fma ve ormanlar\u0131n ya i\u00e7inde ya hemen yan\u0131nda yap\u0131lm\u0131\u015f binalar\u0131n ya\u015fad\u0131\u011f\u0131 riskler de b\u00fct\u00fcn bu \u00e7al\u0131\u015fmalar\u0131n daha da geni\u015fletilmesini zorunlu tutmaktad\u0131r.<\/p>\n\n\n\n<p>\u015e\u00f6yle makul bir hesaplama yapt\u0131\u011f\u0131m\u0131zda riskli bina d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fcn neden yava\u015f geli\u015fti\u011fini de anlam\u0131\u015f olaca\u011f\u0131z.<\/p>\n\n\n\n<p>1- Kentsel d\u00f6n\u00fc\u015f\u00fcm projelerinde y\u00fckleniciye pay \u00e7\u0131karabilmek i\u00e7in mevcut binalardaki konut alanlar\u0131 ort % 20-50 oranda k\u00fc\u00e7\u00fclmektedir ve kat malikleri bu nedenle karar vermekte zorlanmaktad\u0131r. <\/p>\n\n\n\n<p>2- \u00d6zellikle son y\u0131llarda h\u0131zla artan in\u015faat maliyetleri nedeniyle y\u00fckleniciler ya payla\u015f\u0131m oranlar\u0131n\u0131 de\u011fi\u015ftirmek zorunda kalmakta, ya da bina sat\u0131\u015f fiyatlar\u0131n\u0131 y\u00fckseltmektedir. Faizlerin de y\u00fckseldi\u011fi ko\u015fullarda konut sat\u0131\u015flar\u0131 d\u00fc\u015fmekte ve s\u00fcrecin s\u00fcrd\u00fcr\u00fclebilirli\u011fi riske girmektedir.<\/p>\n\n\n\n<p>3- Ba\u015fka bir ger\u00e7eklik daha var. Diyelim ki, sadece \u0130stanbul&#8217; daki riskli binalar\u0131 h\u0131zl\u0131 bir \u015fekilde d\u00f6n\u00fc\u015ft\u00fcrece\u011fiz. 1.5 milyon konutun yenilenme maliyeti bug\u00fcnk\u00fc fiyatlarla yakla\u015f\u0131k  675 Milyar TL dir. T\u00fcrkiye&#8217; nin y\u0131ll\u0131k konut \u00fcretimi 120.000 adet tir. Bu durumda bu konutlar\u0131n d\u00f6n\u00fc\u015fmesi i\u00e7in 1.500.000\/120.000= 12.5 y\u0131la ihtiya\u00e7 vard\u0131r. Elbette , yeni hi\u00e7 bir konut yapmamak \u015fart\u0131yla&#8230; Yeni konutlar\u0131n pay\u0131n\u0131 y\u00fczde 40 desek, d\u00f6n\u00fc\u015ft\u00fcr\u00fclecek binalar i\u00e7in gereken s\u00fcre yakla\u015f\u0131k 20 y\u0131la yay\u0131l\u0131yor. Ayr\u0131ca, kredi mekanizmalar\u0131 ile devlete olacak maliyet daha da d\u00fc\u015fecektir.<\/p>\n\n\n\n<p>Her y\u0131l 240.000 (Milyon TL) lik has\u0131lat yapacak olan in\u015faat sekt\u00f6r\u00fcnden al\u0131nacak kurumlar vergisi, 36.000 ( Milyon TL) b\u00fct\u00e7eye ek gelir. Y\u0131ll\u0131k ortalama Sat\u0131\u015flardan has\u0131lat yapacak y\u00fcklenici 76.000 (Milyon TL) ciro yapacak ve 12.000 ( Milyon TL) civar\u0131nda devlete kurumlar vergisi \u00f6deyecektir. Dolay\u0131s\u0131yla devletin kasas\u0131na her y\u0131l, toplam 48.000 (Milyon TL) ek gelir sa\u011flanacakt\u0131r.<\/p>\n\n\n\n<p>Ayr\u0131ca, kat maliklerini ilgilendirebilecek bir detay daha var: Yeni yap\u0131lacak konut in\u015faa s\u00fcresi ortalama 18 ay iken, g\u00fc\u00e7lendirme ortalama 4 ay s\u00fcrmektedir. Bu s\u00fcre fark\u0131 ayn\u0131 zamanda \u00e7evreden kopmama ve maliyet avantaj\u0131 ( kira vb) sa\u011flayacakt\u0131r.<\/p>\n\n\n\n<p>\u0130mar yerlerinin uygunsuzlu\u011fundan dolay\u0131 sel,
